Professor Dawson and Dr Steward will produce two reports on corporate governance and culture at Post Office Ltd.

The Chair of the Post Office Horizon IT Inquiry, Sir Wyn Williams, has jointly appointed Professor Dame Sandra Dawson and Dr Katy Steward to the role of Governance Expert Witnesses. Professor Dawson and Dr Steward have been instructed to produce two reports addressing issues relating to leadership, management and governance.

The Post Office Horizon IT Inquiry was established by the UK Government in September 2020. It became a statutory inquiry on 1 June 2021, tasked with providing ‘a public summary of the failings associated with Post Office Ltd’s Horizon IT system.’ The Inquiry was asked to draw on the findings of two high-profile court cases – the Group Litigation led by former subpostmaster Alan Bates and the appeal in the Court of Appeal against the convictions of 42 former Post Office subpostmasters and subpostmistresses.

The Inquiry’s public hearings are due to conclude in 2024. Professor Dawson and Dr Steward’s reports will support the Inquiry’s work during Phase 5 and Phase 6. All public hearings can be viewed remotely via YouTube.

Professor Dame Sandra Dawson was Master of Sidney from 1999-2009. She is KPMG Professor Emerita of Management Studies and a former Director of Cambridge Judge Business School, where she remains a Fellow and Advisory Board Member. 

Dr Katy Steward is a College Research Associate at Sidney. She is a Cambridge alumna, and a specialist in corporate culture and governance. Dr Steward has worked with the Foundation Trust regulator, Monitor, the Care Quality Commission and The King’s Fund, and has sat on a number of charity and public sector boards.
